Consult the decisionsIn the earliest times, human organization was based on tribal and clan structures. Power was often exercised by a patriarchal leader or a council of elders, whose authority derived from experience, lineage, or martial prowess. With the spread of settlement and the emergence of agriculture, these communities grew to become the first city-states. This is where more complex forms of government emerged. In Mesopotamia and along the Nile, power gradually concentrated in the hands of a monarch, often deified, such as the Pharaoh. Theocracy and absolute monarchy became the dominant models, in which the ruler held absolute power, considered to be of divine origin, over people, land, and resources.
At the same time, in the Greek world, a major political innovation emerged: the city-state or polis. Within these entities, particularly in Athens, a new form of government developed in which power was not held by a single man but by a collective of citizens. Athenian direct democracy, although reserved for a minority of free men, established the founding principles of public deliberation, voting, and equality before the law. Rome, for its part, experimented with a hybrid system, the Republic, which sought to balance the powers of popular assemblies, the aristocratic Senate, and elected magistrates. However, the conquest of a vast territory made this system unmanageable, leading to its collapse and the rise of the Empire. The Roman imperial regime concentrated all power in the hands of a single man, the Emperor, blending military, civil, and religious authority, a model that would have a lasting impact on Europe and the Mediterranean.
